  • Israel stages biggest-ever war drill JERUSALEM (CNN) -- Israel started its biggest emergency drill in the nation's history Sunday to prepare civilians, soldiers and rescue crews for the possibility of war, the defense force said in a statement.

    Israeli Defense Minister Ehud Barak has expressed skepticism that Iran can be persuaded to abandon its nuclear ambitions.
    The five-day drill, nicknamed Turning Point 3, comes amid the nation's rising tensions with Iran.

    It will be conducted in public facilities, including schools, military bases and government offices. Students, soldiers and other civilians will practice how to gather at protected places during an emergency.

    Officials said the drill will include simulated rockets, air raids and other attacks on infrastructure and essential facilities, and use of weapons on civilians.

    Everyone is expected to go to a protected place at the sound of sirens, the defense force said, adding that more instructions will be broadcast on a public channel.

    "It is of great importance that every civilian, institute and workplace will seriously practice in order to improve our preparedness and national resilience," Maj. Gen. Yair Golan of the Home Front Command said in a news statement.

    The move comes amid tension between Israel and Tehran.



    Israeli Defense Minister Ehud Barak told Israeli Army Radio last week that he believes "that the chance the dialogue has of stopping Iran's nuclear efforts is very low."

    Barak's views are keeping with the majority of his countrymen.

    An Israeli poll released this month found that 74 percent believe that the U.S. policy of engagement with Iran will fail and 81 percent think Iran will develop a nuclear weapon capability.

    I personally resent that you go around the world apologizing for the United States , telling Europeans that we are arrogant and do not care about their status in the world. Sir, what do you think the First World War and the Second World War were all about if not the consideration of the peoples of Europe ? Are you brain dead? What do you think the Marshall Plan was all about? Do you not understand or know the history of the 20th century?

    Where do you get off telling a Muslim country that the United States does not consider itself a Christian country? Have you not read the Declaration of Independence or the Constitution of the United States ? This country was founded on Judeo- Christian ethics and the principles governing this country, at least until you came along, come directly from this heritage.
    Do you not understand this?

    Your bowing to the king of Saudi Arabia is an affront to all Americans. Our President does not bow down to anyone, let alone the Saudi Arabia CEO. You don't show Great Britain , our best and one of our oldest allies, the respect they deserve, yet you bow down to the king of Saudi Arabia . How dare you, sir! How dare you!

    You can't find the time to visit the graves of our greatest generation because you don't want to offend the Germans but make time to visit a mosque in Turkey . You offended our dead and every veteran when you give the Germans more respect than the people who saved the German people from themselves. What's the matter with you?

    You are so self-righteously offended by the big bankers and the American automobile manufacturers yet do nothing about the real thieves in this situation, Mr. Dodd, Mr. Frank, Franklin Raines, Jamie Gorelic, the Fannie Mae and the Freddie Mac gangs. What do you intend to do about them?

    What about the U.S. House members passing out $9.1 million in bonuses to their staff members on top of the $2.5 million in automatic pay raises that lawmakers gave themselves? I understand the average House aide got a 17% bonus. I took a 5% cut in my pay to save jobs with my employer. You
    haven't said anything about that. Who authorized that? I surely didn't! Executives at Fannie Mae and Freddie Mac will be receiving $210 million in bonuses over an eighteen-month period, that's $45 million more than the AIG bonuses, which are bad enough. In fact, Fannie and Freddie executives have already been awarded $51 million. Not a bad take. Who authorized that and why haven't you expressed your outrage at this group who are largely responsible for the economic mess we have right now.

    I resent that you take me and my fellow citizens as brain-dead and not caring about what you idiots do. We are watching what you are doing and we are getting increasingly fed up with all of you. I also want you to know that I personally find just about everything you do and say to be offensive to every one of my sensibilities.. I promise you that I will work tirelessly to see that you do not get a chance to spend two terms destroying my beautiful country.

  • Rush Limbaugh: Sonia Sotomayor a 'reverse racist,' 'hack' Conservative radio host Rush Limbaugh blasted President Barack Obama on Tuesday for picking a “reverse racist” and “hack” in Judge Sonia Sotomayor for the Supreme Court.


    “Here you have a racist — you might want to soften that, and you might want to say a reverse racist,” Limbaugh said of Sotomayor on his show, alluding to the New York federal appeals court judge’s past statement that a “wise Latina woman with the richness of her experience would more often than not reach a better conclusion than a white male who hasn't lived that life.”


    Liberals, "of course, say that minorities cannot be racists because they don't have the power to implement their racism,” Limbaugh said according to a transcript on his website. “Well, those days are gone, because reverse racists certainly do have the power. ... Obama is the greatest living example of a reverse racist, and now he's appointed one.”


    Asked about Sotomayor’s remark Tuesday, White House press secretary Robert Gibbs said that “if you look at the context of the longer speech that she makes, I think what she says is very much common sense in terms of different experiences, different people."


    Limbaugh used the line to accuse Sotomayor of being a “party hack,” though the radio host conceded that she will likely be confirmed.

    “The odds that she could be stopped are long,” Limbaugh said, before turning fire on moderate Republicans who he thinks will be “completely useless” in opposing Obama’s pick.


    “When the rubber hits the road, such as in this nomination, where are these moderate Republican groups on the nomination? Where are the moderate senators? Where is Colin Powell? Where is Tom Ridge?” Limbaugh asked.


    “I'm the one doing the heavy lifting. Colin Powell panders to moderate Republicans,” he said. “If the moderates in the Republican Party offer no way to address this danger, then they are useless.”

  • The Problem with Sotomayor Obama nominates Sotomayor, and this as expected is a brilliant move by Obama. Why? The Nomination of Sotomayor allows Obama to continue courting the Hispanic vote, and somewhat ties the hands of Republicans who may not agree with Obamas choice. Obama, after receiving an overwhelming majority of the Hispanic vote during the election, will use this nomination to secure votes for upcoming elections. The Republicans, on the other hand, will find it harmful to their election hopes to voice a negative opinion of Sotomayor, as they will be labeled Racist ( See Democratic Strategy). The question will be if any Republican will dare to loose what little support they have in the Hispanic community, or go with the flow. Now on to Sotomayor, I find a few troubling thoughts when reading statements that Sotomayor has made in the past!

    Sotomayor explained in a 2002 speech at Berkeley, she believes it is appropriate for a judge to consider their “experiences as women and people of color” in their decisionmaking, which she believes should “affect our decisions.”

    The Law is the Law, Justice is blind to Race or Gender, hence the Blindfold. I do not believe a Judge should fall back on "Their" personal experiences when decisionmaking. If one decides on their past experiences, one is judging on emotion. I see little benefit nor need in relying on your experience--Race and Gender- to determine the fate of another!!

    But the president says he really thinks "the stars may be aligned" and that a deal can get done if everyone involved works in a spirit of compromise, rather than rigid ideology.

    Obama tells C-SPAN in an interview airing Saturday that he's "absolutely committed" to keeping the process moving forward — to find ways to cut costs, increase efficiency and make sure families can get health care coverage without bankrupting them.

    Obama says changing the health care system will cost a lot of money upfront — but in the long run end up saving lots of money.

Times regarding Californias refusal to be strapped with yet more Taxes, I was impressed--yes, the people of California stood their ground and told an out of control--Spend, spend and more spend Government, that enough is enough. Bravo to the people, you are mad as hell, and you're not gonna take it anymore! The people had their say, they will not support the "Run-away-Train" that has financialy destroyed their state.     The Feds are not going to let California "Go Down the Tube". My Take on this? Bailout, yes Bailout at the expense of the American Taxpayer. The Obama administration has already placed the "More Government" stamp on the Auto industry, financial institutes, and soon it will be placed on individual States, next in line will be New York, and then N.J. Big Brother has arrived and will put into place more Federal Government involvement into not only the private sector, but also the individual State Governments themselves--at a soaring cost to the Taxpayer--every Taxpayer. The Hope and Change revolution, remember, easing the Tax Burden on the people, allowing them to attempt to "Live a Better" life, will slowly give way to an already over taxed Citizen being Taxed that much more. The people will pay for the foolishness and un-controlled spending of both the Federal Government, and shortly governments of States. That's my thoughts--the "Change" is coming.

    WASHINGTON (AP) — Consumers in the United States may have to hand over nearly $2 more for a case of beer to help provide health insurance for all.
    Details of the proposed beer tax are described in a Senate Finance Committee document that will be used to brief lawmakers Wednesday at a closed-door meeting.

    Taxes on wine and hard liquor would also go up. And there might be a new tax on soda and other sugary drinks blamed for contributing to obesity. No taxes on diet drinks, however.

    Beer taxes would go up by 48 cents a six-pack, wine taxes would rise by 49 cents per bottle, and the tax on hard liquor would increase by 40 cents per fifth. Proceeds from the new taxes would help cover an estimated 50 million uninsured Americans.

    WASHINGTON — Advocates of gun rights are poised to win a Congressional victory that eluded them under a Republican president.

    To the frustration and discouragement of many Democrats, House and Senate lawmakers and aides say it now appears likely that President Obama will this week sign into law a provision allowing visitors to national parks and refuges to carry loaded and concealed weapons.

    The White House is lukewarm at best on the gun provision, which was added to a popular measure imposing new rules on credit card companies. But the Democrats who now control both Congress and the White House appear ready to allow it to survive rather than derail a consumer-friendly credit card measure that Mr. Obama is eager to sign as Congress heads off for a Memorial Day recess.

    “Timing is everything in politics,” said Senator Tom Coburn, Republican of Oklahoma and the champion of the gun proposal.

    A majority of Democrats in the House and Senate still typically come down on the side of gun control. But the fact that they have been outmaneuvered by Republicans on gun issues is rooted in the fact that recently swollen Democratic ranks include senators and House members who represent Western states and more rural areas where gun ownership is popular and deemed sacrosanct.

    When those Democrats team up with Republicans, they constitute a clear majority in the House and Senate.

    “It is a shame,” said Senator Barbara Boxer, Democrat of California. “But you have to come to a realization around here that at this point in time, the N.R.A. gets the votes,” she said referring to the National Rifle Association.

    “Either you are going to bring down the whole Senate and never do anything or you or going to swallow hard and say, ‘I will just vote my conscience on those amendments and speak out until people get a hold of their senses,’ ” Mrs. Boxer said.

    The ideological split should be on vivid display as early as Wednesday if House leaders follow through on their plan to have an unusual two-part vote on the credit card/gun bill.

    Under the current plan, the House would vote separately on the gun provision and the credit card elements of the bill, allowing lawmakers who favor the credit card provision but not the gun measure to split their votes and allow those who want both to have it all. The two aspects of the bill would be joined again before the legislation was sent to the White House.

    The Senate approved the credit card bill on Tuesday on an overwhelming vote of 90 to 5, showing that Democrats who oppose the gun provision were not going to let it interfere with their backing of the broader legislation.

    Mr. Coburn and his allies in both parties say the provision is less about guns than it is states’ rights. Under the proposal, people who are otherwise authorized under state law to have firearms would be entitled to have them in national parks and wildlife refuges unless a state law prohibited it. Currently, firearms must be unloaded and secured on those national lands, creating what backers of the bill say is a situation where someone passing through a park with a firearm can be charged with a violation.

    “I don’t like guns necessarily,” Mr. Coburn said. “What I want is those constitutional rights to be protected.”

    Mr. Coburn has been trying for the past two years to get the measure through Congress. The Bush administration, in its final months, had pushed through a rule change that would have allowed the guns, but in March a federal judge blocked the change. The Obama administration chose not to appeal the decision while a review of potential impacts was made.

    Gun control and conservation groups have urged the administration to insist on a credit card bill without the gun proposal. They have also joined top House Democrats in lamenting the inability of Senate Democrats to prevent Republicans from adding such politically charged proposals to unrelated legislation. A gun measure has also tied up a bill granting the District of Columbia full voting representation in the House, and Republicans are readying other gun rights initiatives for future consideration.

    “I wish there could be more courage and leadership from our friends on the Hill,” said Paul Helmke, president of the Brady Campaign to Prevent Gun Violence, saying he believed that lawmakers were overestimating the gun lobby’s political might.

    For their part, backers of the gun provision were relishing their looming victory.

    “After using every legislative trick in the book to prevent a vote on gun rights, Democrat leaders are finally crying uncle and clearing the way for Congress to reinstate the Bush policy,” said Representative Doc Hastings of Washington, senior Republican on the House Natural Resources Committee.

    The vice president, well-known for his verbal gaffes, confirms at a dinner the existence and location of a secret hidden bunker that Cheney is believed to have used after the 9/11 attacks.

    Vice President Joe Biden, well-known for his verbal gaffes, may have finally outdone himself, divulging potentially classified information meant to save the life of a sitting vice president.

    According to a report, while recently attending the Gridiron Club dinner in Washington, an annual event where powerful politicians and media elite get a chance to cozy up to one another, Biden told his dinnermates about the existence of a secret bunker under the old U.S. Naval Observatory, which is now the home of the vice president.

    The bunker is believed to be the secure, undisclosed location former Vice President Dick Cheney remained under protection in secret after the 9/11 attacks.

    Eleanor Clift, Newsweek magazine's Washington contributing editor, said Biden revealed the location while filling in for President Obama at the dinner, who, along with Grover Cleveland, is the only president to skip the gathering.

    According to Clift's report on the Newsweek blog, Biden "said a young naval officer giving him a tour of the residence showed him the hideaway, which is behind a massive steel door secured by an elaborate lock with a narrow connecting hallway lined with shelves filled with communications equipment."

    Clift continued: "The officer explained that when Cheney was in lock down, this was where his most trusted aides were stationed, an image that Biden conveyed in a way that suggested we shouldn't be surprised that the policies that emerged were off the wall."

    In December 2002, neighbors complained of loud construction work being done at the Naval Observatory, which has been used as a residence by vice presidents since 1974.

    The upset neighbors were sent a letter by the observatory's superintendent, calling the work "sensitive in nature" and "classified" and that it was urgent it be completed "on a highly accelerated schedule."

    Residents said they believed workers were digging deep into the ground, which would support Biden's report of a secret bunker, but officials never confirmed the purpose of the work performed.

    The revelation is the latest from Biden, who has a long history of political blunders.

    Most recently, he said in a televised interview that if a family member asked him about traveling he'd advise staying away from public transportation or confined spaces to avoid swine flu -- a remark described as "borderline fearmongering" by an airline spokesman.

    Obama ribbed Steele, who is also black, at the correspondents' dinner for his frequent use of slang and attempts to bring a hipper approach to the Republican Party.

    "Michael Steele is in the house tonight, or as he would say, 'in the heezy.' What's up?" Obama said at the dinner, to uproarious laughter. "Michael, for the last time, the Republican Party does not qualify for a bailout. Rush Limbaugh does not count as a troubled asset, I'm sorry."

    Asked on NBC's "Meet the Press" if he felt he was being mocked, Steele said no.

    "I really appreciate the president throwing me a shout-out," Steele said. "It took me totally by surprise, and so this morning I just wanna say 'what's up' right back at ya'."

  • GOP gives Dick Cheney green light Republican leaders on Sunday backed Dick Cheney’s attacks on President Barack Obama, calling the former vice president a strong asset for the party.

    "It doesn't hurt us, it helps us,” House Minority Leader John Boehner said on CNN’s “State of the Union," calling Cheney a “big member in our party.”

    Republican National Committee Chairman Michael Steele meanwhile dismissed a report from the Washington Post’s Dan Balz claiming Republicans “wince” at Cheney’s newfound desire for the limelight.

    “There was no wincing here, the vice president expressed his view,” Steele said on NBC’s “Meet the Press.”

    But, Steele pointed out, “Cheney is no longer vice president of the United States,” adding that "what matters is what this administration is going to do with detainees."

    Though Steele defended Cheney, he himself wouldn’t say if interrogation techniques used on suspected terrorists amounted to torture, a claim the former vice president has vehemently denied.

    “I have a personal opinion,” the RNC chairman said. “That's not appropriate to share here.”

    While Cheney, who's been a regular on the Sunday shows since leaving office, did not appear this week, his daughter Liz, herself a former State Department official, told the panel on ABC’s “This Week” that much of what's now coming out about the interrogation programs amounts to “fantasies,” that are being spread by former rivals in the Bush administration.

    "It's important to look at the source" of media reports, Cheney said, pointing to Lawrence Wilkerson, the chief of staff to then-Secretary of State Colin Powell.

    Wilkerson, Cheney said, “has made a cottage industry of fantasies about the vice president.”

    “Nobody talking about this in the press has any real knowledge," she continued. "It's important for us to have all the facts out.”

    Senate Minority Leader Mitch McConnell (R-Ky.) did not offer a direct defense of Cheney during his appearance on Fox News Sunday, but did suggest that the former vice president has had an impact in swaying the debate.

    “We know [Obama] changed his mind in Iraq and decided to follow the advice of the military generals, and we also know that he's now ordered a surge in Afghanistan just like the one that was successful in Iraq,” McConnell said.

    “So I think the administration has responded to the critique of the vice president” that the country is moving in the “wrong direction on national security issues,” he said.

  • Abortion opponents find rallying point A new Gallup Poll showing that for the first time a majority of Americans identify themselves as "pro-life" is providing a shot in the arm to abortion-rights opponents rallying against a new president and preparing for a coming Supreme Court nomination fight.

    The percentage of Americans who identify as "pro-life" jumped from 44 percent to 51 percent in the last year, according to the poll. Those who identify as "pro-choice" fell from 50 percent to 42 percent over the same period.

    "This is promising news," Gov. Sarah Palin (R-Alaska) told POLITICO through a spokeswoman. "Every life is precious and has purpose."

    For some strong opponents of abortion rights, the poll is seen as a mandate for the Republican Party to recommit to social conservatism.

    "The American people are saying loud and clear they want leaders who believe in the sanctity of life and cherish it even at the earliest stage," former Republican presidential candidate Mike Huckabee said in a statement to POLITICO.

    "Over the last few months, Republicans have been trying to rebrand themselves," he said. "This is a clear indication that we do not need to rebrand by moving left toward the middle but instead remain steadfast in our commitment to human life."

    Marjorie Dannenfelser, president of the Susan B. Anthony List, agreed with Huckabee, saying the poll shows "that those who blame pro-lifers first when the party loses need to throw out that idea."

    "For the Republican Party, it's the independents and the moderate Republicans that are trending pro-life," she said.

    Obama "has gone way too far in a direction that people don't want to go on this issue," added Dannenfelser. "Obama's policies and his nominees are running in the exact opposite direction of the polls.

    Gallup's Lydia Saad wrote in her explanation of the poll that it is "possible that, through his abortion policies, Obama has pushed the public's understanding of what it means to be 'pro-choice' slightly to the left, politically."

    "While Democrats may support that, as they generally support everything Obama is doing as president, it may be driving others in the opposite direction," she continued.

    Not all Republicans were jumping in celebration at the poll.

    Republican National Committee Chairman Michael Steele told POLITICO through a spokeswoman that "we have a long way to go, but will continue to work to promote pro-life values."

    Both Dannenfelser and David O'Steen, executive director of National Right to Life, said that the poll suggests that the "pro-choice" brand has been weakened in the past year.

    "The pro-choice label may be breaking down," O'Steen said. "People are learning that pro-choice is pro-abortion."

    But Nancy Keenan, president of NARAL Pro-Choice America, disagreed that the "pro-choice" label has been damaged, or that the electorate has changed its mind much on abortion rights in the past year.

    "The findings in this Gallup Poll don't square with the voting patterns of the last two elections," Keenan said. "We have a president that ran as a pro-choice candidate and was elected in part because he was pro-choice."

    "It's one poll, and I look at more than just one poll," she added.

    But, Keenen said, "you don't take anything for granted, and it is never wise to rest on our laurels."

  • Republican Party-Shattered and Defeated? It seems that almost everyday you can find an article written about the collapse of the Republican Party. Several Media sources continue their one-sided assault on members, claiming struggles within the Party, the President gets his jabs in by informing Steele that the Republican Party is not eligible for a "Bailout"--which was greeted by thunderous applause, and numerous Blogs pass on the "Stick a fork in Them, they are done" attitude. I also believe the Party has a few problems--however--I think-defeated, disarray, or shattered are a little mis-leading, however, we are talking about the Media, aren't we.

    Given that a large portion of the Media was swept up by Obamamania, and performed an "All-Out" assault on Palin and McCain during their campaign, it is still worth noting that the final result was Obama 53%, McCain 46%. 46% of the vote by a Party that was attacked so harshly by the Media is not what you would call shattered or in disarray. The mere fact that the Media and Obama continue their assault on Republicans is enough to suggest that they feel they are a formidible opponent. My point?, with all the articles claiming the Republican Party is in ruins, one must look at the facts--Yes--they have problems, but looking at the percentage of votes they did get, with a constant barrage of negative articles and views from the Media--I'd hardly say they are a Shattered and Defeated Party.     A loose coalition of international aid organizations, religious groups, environmental advocates and some businesses are lobbying Congress to include billions for international aid in the forthcoming climate change bill.

    The groups argue that helping developing countries cut greenhouse gases and protect against the effects of global warming is a key to success at the international climate talks scheduled for December in Copenhagen.

    “The U.S. can’t go completely empty-handed to Copenhagen,” said Oxfam America President Raymond Offenheiser.

    Existing problems of poverty and malnutrition in poorer countries have been exacerbated by climate change, experts say, as changing weather patterns and intensified storms hurt agricultural yields and infrastructure.

Just think of all the Slim and Healthy people that will be the end product of Taxing the horrible Sugar, and the amount of new taxes placed on the people from the numerous products that contain sugar.
    A teaspoon of sugar has 16 calories--yes--16 ! S0--if you have a teaspoon on your cereal, a teaspoon in a couple cups of coffee--well--do the math, then consider the High calorie products that are not targeted, but then the use of sugar is abundant, the only way to bring in the Big Bucks is to tax items that are in demand--what's the price of Gasoline in your area? This is not an attempt to apply a "Sin" Tax for the benefit of the people, this is an attempt to broaden the Tax base and re-coop some of the Mega Bucks the Government is spending at an alarming rate.
    Speaking of spending money--how's the bailout thing working out. G.M., Chrysler, Banks--etc. etc.--while the peoples Medicare and Social Security is taking a big hit due to the lack of people paying into it (See--jobless)

  • Robot teacher conducts first class in Tokyo school
    Saya, the female humanoid robot, taught a science and technology lesson to a class of 10-year-old pupils at Kudan Elementary School in Tokyo.

    With her neat brown hair, pink lipstick and skirt suit, the robot, created by scientists at Tokyo University of Science, has been designed to resemble as human a form as possible.




    While Saya's creator Professor Hiroshi Kobayashi said the robot's main purpose was to highlight the joys of technology to children, he also said it would benefit schools suffering from a shortage of human teachers.

    "In the countryside and in some small schools, there are children who do not have the opportunity to come into contact with new technology and also there are few teachers out there that can teach these lessons," said Professor Kobayashi.

    "So we hope to be able to develop this robot so it can be remotely controlled to teach these classes."

    Saya was initially created to work as a receptionist in Japanese companies five years ago but was recently reprogrammed by scientists into its latest incarnation as a schoolteacher.

  • Up to 2 billion people might get swine flu GENEVA (AP) — Up to 2 billion people could be infected by swine flu if the current outbreak turns into a pandemic lasting two years, the World Health Organization said Thursday.
    WHO flu chief Keiji Fukuda said the historical record of flu pandemics indicates one-third of the world's population gets infected in such outbreaks. Independent experts agreed that the estimate was possible but pointed out that many would not show any symptoms.

    In Mexico, the hardest hit country so far, high schools and universities opened for the first time in two weeks as the government's top health official insisted the epidemic is on the decline. All students were checked for swine flu symptoms and some were sent home.

    "If we do move into a pandemic, then our expectation is that we will see a large number of people infected worldwide," Fukuda said. "If you look at past pandemics, it would be a reasonable estimate to say perhaps a third of the world's population would get infected with this virus."


    "We don't really know." said Fukuda. "This is a benchmark from the past. Please do not interpret this as a prediction for the future."

    Chris Smith, at flu virologist at Cambridge University in England, said the 2 billion estimate was possible.

    "That doesn't sound too outlandish to me for the simple reason that this is a very infectious virus," Smith told The Associated Press. "You're talking about a virus that no one in the population has seen before and therefore everyone is immunologically vulnerable. Therefore it's highly likely that once it starts to spread, people will catch it. And since the majority of the world's population are in contact with one another, you're going to get quite a lot of spread."

    John Oxford, professor of virology at St. Bart's and Royal London Hospital, agreed.

    "I don't think the 2 billion figure should scare people because it's not as though 2 billion people are going to die. The prediction from WHO is that 2 billion people might catch it. Half of those people won't show any symptoms. Or if they show any symptoms, they will be so mild they will hardly know they've had it."

    Fukuda said it also is impossible to say if the current strain of swine flu will become severe or mild, but that even with a mild flu, "from the global perspective there are still very large numbers of people who could develop pneumonia, require respirators, who could die."

    A mild outbreak in wealthier countries can be "quite severe in its impact in the developing world," Fukuda said.

    People react differently to the flu depending on their general state of health and other factors, he said. Some younger people in the Southern Hemisphere may be more vulnerable because of poor diet, war, HIV infections and other factors.

    "We expect this kind of event to unfold over weeks and months," Fukuda said. "Really if you look over a two-period that is really the period in which you see an increase in the number of illnesses and deaths during a pandemic influenza."

    So far the swine flu virus has spread to 24 countries.

    Mexican dance halls, movie theaters and bars were allowed to fully reopen Thursday after a five-day shutdown designed to curb the virus' spread. Businesses must screen for any sick customers, and restaurant employees must wear surgical masks.

    Fans can attend professional soccer matches this weekend after all were played in empty stadiums last weekend.

    Mexico confirmed two more deaths, for a total of 44, while 1,160 people have been sickened, up 90 from Wednesday. Despite death tolls and confirmed caseloads that rise daily, Health Secretary Jose Angel Cordova insisted the epidemic is waning in Mexico.


    MEXICO: Businesses open under strict rules

    WHO raised its global total of laboratory-confirmed cases to 2,099, from 1,893 late Wednesday, and said swine flu also has caused two deaths in the United States.

    This swine flu seems to have a long incubation period — five to seven days before people notice symptoms, according to Dr. Marc-Alain Widdowson, a medical epidemiologist from the U.S. Centers for Disease Control and Prevention now tracking the flu in Mexico City. That means the virus can keep being spread by people who won't know to stay home.

    Laughing and joking, high school students gathered at the entrance of the National School of Graphic Arts in Mexico City, waiting to fill out forms that asked about their health.

    Of 280 students entering the school in the first 20 minutes, two showed symptoms of swine flu, including coughing and nasal congestion, said assistant principal Ana Maria Calvo Vega. Their parents were notified and they won't be readmitted without a statement from a doctor saying they don't have the virus, she said.

    Students at a Mexico City vocational high school were welcomed with a hand sanitizer and a surgical mask. Joyful to see each other again, students embraced and kissed — some through masks.

    But some worried that the virus could surge back once young people gather in groups again.

    "My 17-year-old daughter is afraid. She knows she must go back but doesn't want to," said Silvia Mendez as she walked with her 4-year-old son, Enrique, in San Miguel Topilejo, a town perched in forested mountains near the capital.

    Working parents have struggled to provide child care during the shutdown. It forced many to stay home from work, bring their youngsters to their jobs, or leave them at home.

    Each school, Mexican officials said, had to be cleaned and inspected this week. Complicating the task: Many schools are primitive buildings with dirt floors and lack proper bathrooms. It was unclear how students attending those schools could adhere to the government's strict sanitary conditions.

    The government promised detergent, chlorine, trash bags, anti-bacterial soap or antiseptic gel and face masks to state governments for delivery to public schools. But some local districts apparently didn't get the word.

    U.S. health officials are no longer recommending that schools close because of suspected swine flu cases since the virus has turned out to be milder than initially feared. But many U.S. schools have done so anyway, including the school of a Texas teacher who died.

    In Asia, top health officials said the region must remain vigilant over the threat of swine flu, stepping up cooperation to produce vaccines and bolstering meager anti-viral stockpiles.

    The virus has so far largely spared Asia. Only South Korea and Hong Kong have confirmed cases. On Thursday, China and Hong Kong released dozens of people quarantined over suspected contact with one of the region's few swine flu carriers.

    Experience has been the spur to WHO to make sure the world is as prepared as possible for a pandemic, which would be indicated by a rise to phase 6 from the current phase 5 in the agency's alert scale. That would mean general spread of the disease in another region beyond North America, where the outbreak so far has been heaviest.

    "I'm not quite sure we know if we're going to phase six or not or when we would do so," Fukuda said. "It's really impossible for anybody to predict right now."

    Officials said the agency was likely to shorten its annual meeting of its 193 member states later this month from 10 days to five because of the outbreak, which it was scheduled to discuss.

    "That is under consideration," Fukuda said. "Sure it is possible."

  • Obama Rebuffed on Funds to Close Guantanamo By GREG HITT
    WASHINGTON -- Top House Democrats raised tensions with the White House on a key foreign policy goal, rebuffing a request for funding to begin closing the U.S. prison camp in Guantanamo Bay, Cuba.

    President Barack Obama has sought $80 million to begin the process of closing the controversial detention facility, as part of broader legislation needed to continue funding for the U.S.-led wars in Iraq and Afghanistan.

    Unveiling the House version of war spending bill, House Appropriations Chairman David Obey (D., Wisc.) didn't include the funds, complaining that the administration has not yet developed a clear plan to wind down operations at Guantanamo and relocate the detainees, either abroad or in the U.S.

    "When they have a plan, they're welcome to come back and talk to us," Mr. Obey said.

    Mr. Obama has issued an executive order ordering the facility be shut down in one year. The administration still has some authority to shift dollars around the budget to help begin the process. But Mr. Obey suggested a "concrete plan" will be needed before lawmakers approve any direct funding to shutter the facility.

    The White House had no immediate comment on Mr. Obey's bill.

    The war funding bill unveiled by Mr. Obey totals $94.2 billion, a little more than $9 billion above what was sought by the White House. The bulk of the funds would to carry out Mr. Obama's plans to begin drawing down U.S. troop levels in Iraq, while beefing up U.S. military operations in Afghanistan, which has seen a sharp spike in Taliban-led violence.

    The legislation also includes more than $2 billion requested by the White House for Pakistan, funding economic aid and counterinsurgency operations. President Obama plans to meet this week with the presidents of Pakistan and Afghanistan at the White House.

    Mr. Obey included in the bill a set of broad "standards of performance" to measure progress in Pakistan and Afghanistan. The bill would require the Obama administration to report back in a year on the success of counterinsurgency efforts and the ability of those countries to control territory within their borders, among other things.

    The administration had urged Congress not to attach strings to funding in the bill, and vowed to develop its own set of "benchmarks" to measure progress.

    Mr. Obey said the president deserves "the benefit of the doubt," but voiced reservations that Mr. Obama's plans to stabilize Pakistan and Afghanistan. "I'm dubious," he said.

    The bill doesn't specifically tie funding to any one of the goals outlined in the bill. Still, Mr. Obey said he hopes for a "fish or cut bait" report from the White House, and stressed his hope that Congress "would exercise its independent judgment" about whether those goals are being met. "I'm very doubtful the policy can succeed," he said.

    The legislation is expected to be brought up for a vote within the House Appropriations Committee Thursday, and could be on the House floor next week. The Senate is expected to begin action next week on the war spending request

  • High court removes tool for deporting illegals The Supreme Court on Monday took away one of the government's legal tools for prosecuting and deporting workers who are in the United States illegally, ruling that the crime of identity theft is limited to those who knew they were using another actual person's Social Security number.



    Persons who use false documents can be jailed for that crime, the court said. However, they cannot be convicted of the more serious crime of "aggravated identity theft" without proof the illegal worker knew the ID number was that of another person, the court ruled unanimously.

    Deportation is usually a slow process if the illegal immigrant has not committed an aggravated felony. But a conviction for aggravated identity theft is a serious felony that would lead to a speedy deportation.

    Last year, the Bush administration announced roundups of illegal workers at several work sites. Most of those were charged with possessing false documents and "aggravated identity theft." For example, 389 workers were arrested at a meat packing plant in Iowa, and two-thirds of them were charged with felony identity theft.

    This novel use of the law prompted the Supreme Court to take up the issue. Five years ago, Congress strengthened the penalties against thieves who steal the identity of another person and use their information to take money from their accounts or charge expenses to them. It called for an extra, mandatory two-year prison term for each offense.

    But the court was told that less than half of all the possible nine-digit combinations have been used at some time for Social Security numbers.

    And the law itself suggested the criminal had to intend to steal a particular person's identity. It referred to someone who "knowingly" uses a means of identification of another person.

    In Monday's ruling, the court said this provision did not cover an illegal worker with a phony Social Security card who did not know whether its numbers were those of an actual person.

    Will Egypt's plans to kill pigs protect it from swine flu -- sorry, H1N1 flu?
    As swine flu fears sweep the world, governments everywhere are taking steps to prepare for a global pandemic, such as ramping up disease surveillance, reinforcing medicine stockpiles, and distributing infection control information to citizens. Egypt, however, with no confirmed cases of swine flu within its borders, added another step: Killing all 300,000 of its pigs.

    "It has been decided to immediately start slaughtering all the pigs in Egypt using the full capacity of the country's slaughterhouses," Health Minister Hatem el-Gabaly said earlier this week, according to The Independent. The idea is to prevent the animals from passing the disease to humans.

    But will such a move actually help? Not in the slightest, says Barbara Straw, a professor of large animal clinical science at Michigan State University's College of Veterinary Medicine in East Lansing: "It doesn't make any sense to kill pigs."

    That's because there's no evidence that the flu strain that has caused illness in people in Mexico and 10 other countries is also infecting pigs, says Straw. And if the pigs don't harbor the virus, they cannot pass it to people, Straw adds.

    But wait, isn't this swine flu, well, from swine? Actually, not really, says Arnon Shimshony, Israel's former chief veterinary officer. The reason swine flu has its name is that certain parts of its DNA resemble those found in flu viruses that commonly affect pigs, he explains. At some point in the virus's evolution, it probably passed through pigs, which could act like "mixing vessels" of human and avian flu viruses, Shimshony says. (This unusual susceptibility to flu viruses from other species is made possible by receptors on cells in the pig's respiratory tract, he says).

    The virus may have a swine history, but it no longer affects swine, he says: "It has become a human problem, a pure human problem." So Shimshony doesn't think killing pigs makes any sense either. The only scenario in which pig-culling would be justified, Shimshony says, is if the particular strain causing the human epidemic began appearing in pigs.

    All of this begs the question: Is "swine flu" a misnomer? Apparently the World Health Organization (WHO) and the Obama administration think so; both have begun referring to the virus as H1N1, partly out of fear that the appellation "swine flu" is harming the pork industry.

    Still, we should note that there is precedent for influenza viruses to be capable of infecting two different species, although it's rare. A notable exception is avian flu, which can pass from birds to humans, so poultry culling, which has been ordered in Egypt, Hong Kong and other countries plagued by avian flu is prudent, MSU's Straw says. Egypt has had 67 cases of avian flu, 23 of them fatal, since 2006.

    So if Egypt culls all these pigs, what happens to the pork? As we noted in our first post on swine flu, there is no evidence that eating bacon, pork chops, or other swine products can cause H1N1 infections, so it should be safe to eat. But assuming most of Egypt's Muslim majority is observant, only about 10 percent of the population—the Coptic Christian minority—is likely to eat it.
